Lebanon has been witnessing a series of fire incidents across the country. The event of August 4 has led to increase in anxiety amongst the Lebanese regarding inflammable materials stored in places near populated areas, exacerbated as well by the subsequent small explosions as a result of an increase in fuel storage to counter the unavailability and looming removal of subsidies for the commodity. For that reason, pursuant to Circular No. 28/2020 dated13/08/2020 which requires all public administrations, public institutions and municipalities to report any toxic or dangerous explosive rapidly flammable chemicals, Circular 35 has added that all public administrations, public institutions and municipalities are now required to conduct the necessary inspection of the warehouses and places of storage of any highly flammable, explosive, toxic or dangerous chemicals. All results shall be deposited at the public prosecution’s office according to schedules containing the quality of these materials, their quantities and their storage places. Therefore, whoever is required to examine them will be assigned to verify their state and condition and that they meet the stipulated scientific requirements.

All ministries, public administrations, relevant public institutions and municipalities are required to take the most resolute measures and regulations that prevent the spread of this phenomenon, with its dangerous repercussions on public safety and the lives and security of citizens.
