Concerning the extension period for the project to strengthen institutional support for the national ozone unit operating in Lebanon (phase 11) - the acceptance of a cash grant from the Multilateral Fund of the Montreal Protocol in favor of the project.
Objective
The project’s objective is to strengthen institutional support for the national ozone unit in the ministry of environment which is at its eleventh phase, for a period of two years from its date of issuance.
The amount of money granted by the Multilateral Fund for the benefit of this project is the amount of AED 198, 515 equivalent to LBP 297,772,500.
Breakdown
This grant shall be immediately paid to the UNDP project fund in order to organize its disbursement in accordance with the stated provisions in the contract and in accordance with the UNDP project under the supervision and approval of the Ministry of Environment; in which it shall be permissible for the Ministry of Environment to agree with the UNDP on the amendment of agreed upon provisions, when necessary, for the benefit of the project.
The Ministry of Environment shall contribute to the project the amount of USD 45,900 which is equivalent to 30% of the value of the project, as an in-kind assistance to cover project expenses and consumption services.
The Ministry of Environment can pay its employee’s salaries from the amount allocated in accordance with article 8 of the agreement with the UNDP in Beirut under the following conditions:
1-The work shall be temporary, not characterized by systematic continuity;
2- That there not be a specific duration, such as beginning and end, but shall in not be outside official working hours;
3-He/she must be paid a salary or a regular wage;
4-The work shall not subject to a regular systematic sequence, under direct supervision and implemented by the management of such projects;
5-These projects shall not have to do with the employee's primary work or shall not be subject to his/her supervision or management control;
6-The total amount of these projects should not be part of the international loans granted to the Lebanese State, which shall eventually be repaid from the State treasury.
7-The Minister of Environment shall issue a decision at a later date, to regulate the mechanism of payment of an allowance for the employees' for their contribution to the management and implementation of joint regional and international projects operating in the Ministry.
